If a publisher's representative on this, God's Green Earth, asks to see a manuscript, he has at least a passing interest in the concept, right? I mean, he likes the pitch, he likes the story, and now he wants to see some sample writing. Makes sense.
And then he turns down the property saying he was hoping for something different, something more romantic, less romantic, devoid of all romance altogether, or anything other than what you sent him.

Say? Know what? I just had a thought. What if that editor, instead of turning the property down, were to give the writer credit for having half an ounce of intellectual matter stuffed between those two ears atop his head and ask for a revision. You know, like magazine and newspaper editors do routinely?
I don't know about you, but I'd be more than happy to work a little harder at giving the editor exactly what he's looking for--if it results in a property that the editor will stand behind, promote, and help sell the hell out of.
Is anybody out there in Publishing Land listening? Give it a try sometime. It's a little notion I call editing.
